Specialized Experience in Providing Operational Control
for Federal Agency Construction Projects

Clayton M. Graham, president and owner of Opcon, has more than 30 years of highly diverse construction experience with the U.S. Navy, a large general contractor, and in his own private general contracting and development businesses. As a Chief with the Navy Seabees in Iraq, Clay and his team completed more than 300 construction projects, 139 building assessments, and provided base infrastructure maintenance to support 2,500 personnel. As a Project Executive with a large general contractor, Clay managed more than $75 million of lump sum and long-term contracts with complex projects for public and private clients. As an entrepreneur, Clay managed the complexities of the construction and development process for large, long-term projects. In 2009, Clay created Opcon, an SDVOSB general contracting firm that specializes in the construction of Federal Agency projects.

Opcon has been awarded more than $75 million in Federal contracts and has completed more than 260 projects for Federal agencies. Nearly 200 of these projects were completed for the U.S. Department of Veterans Affairs during Opcon’s first five years in business.
